Abstract |
This study looks at the diffusion of Information and communication technologies (ICT) in St. Lucia. It touches on issues such as isolation and undersized markets that St. Lucia and other small island developing states face in adopting ICTs.1 The study also examines how St. Lucia is evolving into an information society, particularly relevant in the context of the World Summit on the Information Society (WSIS) held in Geneva, Switzerland in December 2003.2
The organization of this report is based on a framework developed by the Mosaic Group3 for characterizing the state of the Internet in an economy. The scope has been widened to incorporate telecommunication networks such as the fixed-line and mobile telephone networks. |
