Objective:To improve the access, quality and use of telecommunications services within the OECS to achieve sustainable territorial and regional development. â€śThe project will include (i) further strengthening of the telecommunications sector's policy, regulatory and legal framework by building on the reforms to date; (ii) implementing universal access; and (iii) producing value-added ICT-based services that boost the local economies. The new project builds on the reforms to date, and continues its support of ECTEL in ensuring a transparent, objective, competitive, and investor-friendly licensing and regulatory regime. It will also attempt to promote and stimulate private sector ICT investment for under-served communities and public institutions in accordance with a universal access policy framework.
